Financing a replacement when the old unit has already given everything
In a county where the median house dates to about 1972, the repair-versus-replace conversation comes up constantly. Financing is what makes the replace side of it possible without emptying a savings account.

Why financing comes up so often in Putnam County
Palatka is a modest-income market with some of the oldest housing in the region. The block houses in Newtown and along US 17, the frame homes in the historic districts and a large share of manufactured homes carry systems repaired past the point of sense. When Sean’s crew finds a dead compressor in a unit with fifteen summers behind it, the honest advice is often to replace, and the lump sum is the obstacle. Spreading that cost over monthly payments removes it.
How Cook’s financing works, in plain language
Cook’s finances new high-efficiency equipment, residential and commercial, so the cost arrives as a manageable monthly figure instead of one check. Lender, term and rate are not published here because they depend on the application and shift over time. Jerry walks through the options at the estimate, in your kitchen, and nothing is signed until you have seen real numbers. The estimate itself carries no charge.
Utility rebates: two electric companies and a gas authority
Putnam County is split between electric providers, and it matters for your paperwork. Palatka and East Palatka are Florida Power & Light territory, with the FPL service center on Catherine St. Interlachen, Melrose, Florahome, the Crescent City area and most of rural Putnam are on Clay Electric Cooperative.
Clay Electric runs the Energy Smart program, which rebates a replacement heat pump or ductless system that clears its size and efficiency minimums. The member files within 180 days, and the co-op also lends for qualifying conservation work.
FPL runs a Residential HVAC program (standards effective September 1, 2025) paying a tiered rebate on a qualifying central air conditioner or heat pump put in by a contractor FPL lists as a Participating Independent Contractor, one per system every two years. Ask Jerry directly whether Cook’s holds that enrollment. [[CONFIRM WITH JERRY]]
Palatka Gas Authority, the city’s municipal gas utility, offers appliance rebates for converting to natural gas, including a residential furnace, which can tip the heating decision in a historic-district house already piped for gas.
The federal tax credit, honestly
The two federal residential credits HVAC buyers once counted on, 25C for high-efficiency equipment and 25D for geothermal, ended with 2025; equipment placed in service from January 1, 2026 onward qualifies for neither. A Palatka estimate from Cook’s will never lean on one. Utility and manufacturer incentives are the live options.
What to bring to the estimate
Your most recent electric bill and who sends it, the age of the current system if you know it, and whether a well supplies the house, since iron and sulfur change what we recommend for condensate handling. That is enough for Jerry to size the system and lay the financing out beside it.
What the estimate raises about paying
Can the financing cover duct replacement and the electrical work, or only the equipment?
Whatever appears on the written estimate is what we submit for financing, and on older Palatka houses that often includes ducts, a new disconnect and a surge protector. Ask Jerry how a specific line item is handled before you sign anything.
Does Clay Electric or FPL pay the rebate to me or to Cook's?
Clay Electric’s Energy Smart rebate is applied for by the member within 180 days of installation, and we give you the paperwork to do it. FPL’s program pays only through contractors enrolled as Participating Independent Contractors; Cook’s enrollment status is a question for Jerry. [[CONFIRM WITH JERRY]]
I'm replacing a gas floor furnace in Palatka Heights. Is there anything from the Gas Authority?
Palatka Gas Authority offers appliance rebates for natural gas equipment, including a residential gas furnace. Amounts and rules change, so confirm with the Authority, and we will supply the equipment specs the application asks for.
Will I still get the federal tax credit if I install this year?
No. Washington’s 25C credit closed with the 2025 calendar, so a system going in now gets nothing federal. Anyone promising one is wrong. Clay Electric, FPL and Gas Authority incentives are what remain.
